This thread https://mlpchan.net/anon/res/189692.html about LiveSmutAnon's comic series was spammed with hundreds of Let's Play and WWF posts, completely unrelated to the thread topic. A moderator endorsed this in-thread as acceptable silliness.

Spamming, raiding, and "Disruptive behaviors that prevent others from engaging in a thread" are explicitly outlawed in the written rules. What if any rules are enforced concerning off-topic dumping? Is it kosher for anyone to post at length on any subject they please in any thread they please?

Calm down dude, the derail occurred on a thread that was beyond halfway through its lifespan. Also, the "no derails" rule is usually more lax on /oat/ and /anon/ by default, unless the case involves someone posting scat everywhere, but that's a whole different story. Really, the only boards that follow this rule at its entirety are /pony/, /fic/, /rp/ and sometimes /art/.

It's whatever, honestly.

The derail began within the first fifty posts and ran nearly the entire length of the thread. It's a garden-variety forced derail, not anything resembling topic drift. Ironically, it only stopped after a mod endorsed it, well after the thread hit autosage.

Thread topics/purposes hold no weight on /anon/? It would be OK if I dumped Dota memes in the Corruption thread for hours on end?

Namefag from /oat/ here. Not that I have any authority on the matter or knowledge of it, but I don't care how "off topic" the board is, there is still a topic.
And the topic should be followed and at least considered. And while "derailing silliness" is an okay thing here and there, spamming and disrupting a thread should be something that's moderated, no matter the board.
Just my two cents, though.

The issue is resolved since the Let's Play/WWF folks made a separate thread for their shenanigans.

I would still much prefer there be more restrictions on thread hijacking than "It's whatever, honestly."

It's not whatever, and I'll be attempting to keep threads more "derailess" in the future. I don't really like enforcing the rules hardcore, and no one really seemed to be complaining at the time, so I didn't take any action, however, I'll be paying closer attention now.
