The cutie mark is too cluttered. The design is simple so its got that going for it.

The color scheme is a little clashing.

Overall 6/10.

yea, I made him/ too… Not show the cutiemark. Until the artist would brighten his colors. Because there's only a 1 moment in a episode/ until. Their in another scene

His filling colour is too intense. Decrease the saturation of it. The outlines are too dark. Increase their brightness. Two outline endings and an outline corner on his hair and the ending of his eyebrow are rounded, not mittered. The spots on his nose makes him stand out too much unless he is a one-shot background pony, the mane 6 interacts with. And do something about that cereal box cut-out cutiemark.

A while back I tried to figure out the rules used in making background ponies. This is what I came up with from looking at the ones in the show.

Pastels are mandatory unless you're Hasbro, even then you're pushing it.
Generally if your outline color is darker then 50% you're too dark. You should go even lighter for "dark" hues like blue, purple, red

Mane colors don't need to be pastel but usually should. Rarity can get away with it

Manes and bodies tend to be one the same side of the spectrum both "warm" or both "cold" with the eye being on the other side

Extra details are fine but must be subtle. Unless you're a super important character you can only have one. (Multicolor mains are a extra detail)

Color schemes tend to follow triadic, or split-complementary schemes. Analogous are a rarity. I don't think I've ever seen a complementary scheme

Pegusi seem to tend towards cooler colors like blue and green while earth ponies tend toward more earthy warms like red orange and browns.
Unicorns are all over the place though they have a lot more white bodys (thanks to canterlot clones)

lemon hearts and lemony gem - yellow blue
noteworthy - blue
shoe shine - blue
mr waddle - blue
wild fire - brown

I'd say it's pretty random. Unless you mean crowd scenes. They use a lot of copypasta of the same pony over and over but not all at the same time. If they use a lot of the same ponies from the same colour schemes then I didn't notice. I also remember an animator saying at a bronycon or on a podcast that they are trying to put completely different coloured ponies next to each other, that's why lyra was in cloudsdale in the sonic rainboom episode.

They tend to. It's not set in stone.
There's that dark blue pegusus that breaks the rule on pastels for example.
And I don't consider any of the major characters as the artists seem to make a point of breaking the rules to make important characters stand out. The rules are for making background ponies.
